  12. <p>   A supreme body of commonwealth--a Council of the Heads of
  13. State"--as well as a "Council of the Heads of Government"
  14. shall be set up with a view to tackling matters connected with
  15. coordinating the activities of the states of the new
  16. commonwealth in the sphere of common interests.
  17. </p>
  18. <p>   The plenipotentiary representatives of the states of the new
  19. commonwealth shall be instructed to submit proposals concerning
  20. the abolition of the structures of the former Soviet Union, as
  21. well as the coordinating institutions of the commonwealth for
  22. the consideration of the Council of the Heads of State.
